CALL TO ORDER: Supervisor Chapman called the meeting to order at 10:00am. There was no public comment.
Rubin Lopez, who is the Legislative Representative, Administration of Justice, California State Association of Counties (CSAC) is introduced to the group.
STUDY SESSION: Supervisor Chapman states that there is a two-fold purpose to this study session:
Mr. Lopez provides opening comments as to where the task force came from and why it reached some of its conclusions. The task force was a part of the Trial Court Funding Act of 1997. That funding act established two task forces, one on court employees and one on court facilities. He focused throughout the meeting on the Task Force on Court Facilities: Summary of Final Report and Recommendations. He elaborated on the three key recommendations made by the task force: Responsibility to the State, Transition Period and Establishment of MOE. He highly recommends reading two sections of the Executive Summary of the Final Report. The Executive Summary and Section 5 are the “nuts and bolts” of the financial issues and the transfer and responsibility and what impacts it will have on the various entities (courts and counties). This information can be found on the web site printed in the Summary at www2.courtinfo.ca. gov/facilities/.
Extensive discussion was focused on: 1) If the State will pass the present legislation, and 2) What the County and courts should do to prepare themselves for the future.
Supervisor Chapman would like to see the Courts and CAO meet in the next couple of weeks to determine the needs of both County and Courts so that the CAO’s staff will know what to present to the Board of Supervisors in terms of contracts, etc. Open communication between the two is vital. Renegotiation of the present scope of the project will also need to be done.
