BOARD OF SUPERVISORS

 

     DECEMBER 17, 2002

 

                        

The Lassen County Board of Supervisors convenes in Regular Session on Tuesday, December 17, 2002, at 9:33 a.m.   Present:  Supervisors Robert Pyle, Jim Chapman, Lloyd Keefer and Brian Dahle; County Counsel John Ketelsen, County Administrative Officer (CAO) Andy Whiteman and County Clerk Theresa Nagel.  Supervisor McCain is absent. Following the flag salute, the invocation is offered by Supervisor Dahle.

 

ANNOUNCEMENT OF ITEMS DISCUSSED IN CLOSED SESSION

Chairman Dahle announces that no closed session was held.

 

AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS

It is moved by Supervisor Keefer, seconded by Supervisor Pyle and carried to approve the agenda as posted.

 

PUBLIC COMMENT

Poet Laureate Violet Stout reads a poem entitled "It's Just Christmas".  She also provided a big box of chocolates along with a Christmas card.

 

UNAGENDIZED BOARD REPORTS

1.   Supervisor Keefer wants an item placed on the first meeting of the year to discuss the Board of Supervisor's meeting schedule specifically relating to the fifth Tuesday of the month.

2.   Supervisor Chapman would like a proclamation placed on the first agenda to honor California Correctional Center Warden Ray Castro upon his retirement.

3.   Supervisor Chapman states that he just learned the accident on Highway 395 near Milford last night involved County Building Inspector Kevin Bailey's family and his wife was killed.  He states our prayers are with the family and a moment of silence is held.

4.   Supervisor Dahle states that he testified before the California Energy Commission on renewable energy sources.  It will not be known until January what their decision is.

5.   Supervisor Dahle was not able to attend the meeting in Nevada City on the socio/economic impacts of the Sierra Nevada Framework because of another obligation. He did receive information on the discussions that were held and he reviews them.

COUNTY CLERK ITEM

Approve Minutes of December 10, 2002.

       

 

ADMINISTRATIVE SERVICES ITEM

Authorize the CAO to sign and submit the County's Official Entry Form to the 2003 State Fair Exhibits Coordinator.

    

BOARD OF SUPERVISORS ITEM

Adopt Resolution No. 02-087, authorizing acceptance of the deed for property located at 411 South Pine Street, Susanville, known as Camp Fire USA Cabin; and approve agreement for use, maintenance and custodial services of the Camp Fire USA Cabin.

 

OFFICE OF EMERGENCY SERVICES ITEM

Ratify continuation of Declaration of State of Disaster / Drought Emergency in Lassen County for 2002.

    

PRISON TRIALS COST REIMBURSEMENT PROGRAM ITEMS

Receive and file Recap of CCC Prison Trials Cost Reimbursement Billing for the month of November, 2002; and High Desert State Prison Trials Cost Reimbursement Billing for the month of November, 2002.

          

MISCELLANEOUS CORRESPONDENCE ITEMS

Receive and file the following correspondence:

a.   Lassen County Air Pollution Control District Governing Board meeting agenda for December 17, 2002 and minutes of September 17, 2002.  

b.   Mental Health Advisory Board meeting agenda for December 10, 2002, and unapproved minutes of November 12, 2002.

c.   Lassen County Fair Advisory Board meeting agenda for December 10, 2002.

DEPARTMENT OF CHILD SUPPORT SERVICES

Discussion is held in regard to the request for an upgrade of postage machine lease from two currently leased machines to a larger DM500 mailing system, at the increased cost of $88.33 per month.

 

Supervisor Chapman points out there are three other companies besides Pitney Bowes that provide postage machines and he suggests these companies be contacted to determine their costs for leasing.  Chairman Dahle refers this item back to the department for further price/equipment comparisons.

 

It is moved by Supervisor Pyle, seconded by Supervisor Chapman and carried unanimously, on a roll call vote, to authorize Child Support Services to hire Michael Cooper to the position of Child Support Attorney III at Range 30, Step E.

 

HEALTH AND HUMAN SERVICES DEPARTMENT - LASSEN WORKS / SOCIAL SERVICES

It is moved by Supervisor Keefer, seconded by Supervisor Chapman and carried on a roll call vote, with Supervisor Pyle voting NO, to adopt Ordinance No. 552, by title only, adding to Chapter 11.05 of Title II of the Lassen County Code, to establish the Board of Supervisors as the Public Authority for

In-Home Supportive Services (IHSS), pursuant to AB 1382 statutes.

 

 

PUBLIC WORKS DEPARTMENT - SURVEYOR DIVISION

It is moved by Supervisor Keefer, seconded by Supervisor Pyle and carried to adopt Resolution No. 02-088, approving Parcel Map #2002-35, Jeldness.

 

It is moved by Supervisor Pyle, seconded by Supervisor Keefer and carried to adopt Resolution No. 02-089, tentatively approving Parcel Map #2002-63, Diggs.

RECOGNITION COMMITTEE - PRESENTATION

It is moved by Supervisor Chapman, seconded by Supervisor Pyle and carried to adopt: proclamations honoring Irene Doyle and Jerry Abts upon their retirement; proclamation recognizing Lassen High School Grizzly Football Team as North Section Division #1 Champions; proclamation recognizing Big Valley High School Football Team as Section #4 Champions; proclamation recognizing Westwood High School Football Team as Division #5, Feather River League Champions; and proclamation honoring Susanville Supermarket on receiving the highest score in the 2002 assessment survey by the Independent Grocery Association (IGA).

 

Chairman Dahle reads proclamations and makes the following presentations for years of service:

 

Fifty-five years: silver/white gold slide and key chain to Emma Freeman (Recorder's Office).

 

Emma came to work on December 7, 1947 (Pearl Harbor Day).

 

Plaques and proclamations to Irene Doyle (Auditor's Office for 34 years) and Jerry Abts (Health and Human Services) upon their retirement.

          

BOARD OF SUPERVISORS

Chairman Dahle reads proclamations and along with Supervisor Chapman makes presentations to: Coach Tom St. Jacques and Principal Carol Glenzer of Lassen High School; and Rick and Anna Stewart, owners of Susanville Supermarket.

 

Coach Brian Johnson from Westwood High School and Coach Matt Hunsaker from Big Valley High School are not present to receive proclamations.

 

Everd McCain is not present to receive a plaque for 5 years of service to Lassen County as District 5 Supervisor.

 

LASSEN COUNTY FAIR

Fair Manager Claud Neely informs the board members the budget they approved earlier this year was submitted to the State and was rejected.  He reviews the decreases ($101,000) he has made to the budget.  He needs to know if the Board will be making a donation for the July 4th Celebration as he has had to make big decreases to this budget item.  He discusses the A87 costs and states it would be a big help if the county could forgive these costs for the fair.

It is moved by Supervisor Chapman, seconded by Supervisor Pyle and carried unanimously, on a roll call vote, to approve the revised Lassen County Fair State Budget for period of January 1, 2003, through December 31, 2003, with total "Proposed" Resources Available of $691,500 and total "Proposed" Expenditures of $495,049, and a projected Reserve Percentage of 39.7%.

 

COMMUNITY DEVELOPMENT DEPARTMENT - PLANNING DIVISION

It is moved by Supervisor Chapman, seconded by Supervisor Pyle and carried to adopt Resolution No. 02-086, authorizing acceptance of deed granting the County of Lassen the Paul Bunyan Logging Road within Susanville Ranch Park as a gift from Roseburg Forest Products Company, and thanking Roseburg for their generosity.

 

Supervisor Pyle and Supervisor Dahle state that Roseburg Forest Products are excellent neighbors.

 

UNITED STATES FOREST SERVICE

Lassen National Forest Information Officer Heidi Perry presents an update on new planning rules and land management plan which are supposed to be a simpler, faster and cheaper process.

 

Supervisor Dahle wants to be sure that Forest Supervisor Cole has received the Board of Supervisor's letter regarding PG&E Pit River 3, 4, & 5 Power Houses Federal Energy Regulatory Commission (FERC) relicensing permit, expressing the belief that the Forest Service must provide an environmental impact of their recommendations before they are submitted to FERC.  He wants to be sure the decision makers are very aware of the need as a decision will be made on December 20th.  Following discussion Ms. Perry states she will have Mr. Cole contact Supervisor Dahle.

 

Ms. Perry provides information on the Healthy Forests Projects which should help with planning and forest fire fuels reduction.

 

The Road Analysis Process (RAPS) will hopefully be completed by mid-January.

 

The Lassen National Forest wants to obtain National Trail designations for trails at Eagle Lake and Lake Almanor, and they are looking for letters of support.

 

Supervisor Keefer feels the Board of Supervisors need to look into taking a stance on the roadless issues.  He also notes that two members of the Resource Advisory Committee (RAC) will be working out of the area and will no longer be able to serve.  Joe Dillard is the member representing industry/construction, etc., and Mark Shaffer is the alternate member for that category.

 

INFORMATION FOR THE BOARD

CAO Whiteman reminds everyone the County Employee's Holiday Party is this afternoon between 4:00 - 6:00 p.m. at Jensen Hall.

 

Coach Brian Johnson from Westwood High School was delayed by bad weather, but is now present to receive the proclamation recognizing Westwood High School Football Team as Division #5, Feather River League Champions.

 

BIO MASS PROJECTS

It is moved by Supervisor Pyle, seconded by Supervisor Keefer and carried to support the Ash Valley Ranch and Thomas W. Esgate Ranch Bio Mass projects.

 

PUBLIC WORKS DEPARTMENT - SURVEYOR DIVISION CONT.

County Counsel John Ketelsen informs the board members that Resolution

#02-89, Parcel Map #2002-03, Diggs, will be corrected to include tentative approval until all seven (7) Planning Commission conditions have been met.

 

UNAGENDIZED BOARD REPORTS

6.   Supervisor Dahle informs the board members and Assistant to the CAO Chris Beard that RCRC will be paying the dues for the National Forest Counties and Schools Coalition.
