BOARD OF SUPERVISORS

The Lassen County Board of Supervisors convene in Regular Session at 9:06 a.m.  Chairman Pyle asks for public comment and no comments are received.  County Clerk Nagel announces the Closed Session items and the Board recesses to Closed Session at 9:07 a.m. for:   

 

Conference with Legal Counsel:  Existing litigation pursuant to Subdivision (a) of Government Code Section 54956.9: Claim of Tanya Dronoff dated September 5, 2006; and

 

Conference with Labor Negotiator John Ketelsen:  May include the following bargaining units - a) Lassen County Peace Officers Assn. (LCPOA),  b)  United Public Employees of California (UPEC) c) Lassen County Road Workers Assn. (LCRWA), d) Mid-Management, e) Lassen County Peace Officers Assn. Management Unit (LCPOAMU), and f) Management.

 

Present in the Closed Session are Supervisors Robert Pyle, Jim Chapman (enters at 9:09 a.m.), Lloyd Keefer, Brian Dahle, and Jack Hanson; County Counsel Craig Settlemire, Deputy County Counsel Traci Witry, County Administrative Officer John Ketelsen, County Personnel Director/Risk Manager Ron Vossler, and County Clerk Theresa Nagel.  Closed Session is recessed at 9:40 a.m.

 

The Lassen County Board of Supervisors reconvenes in Regular Session on Tuesday, December 12, 2006, at 9:44 a.m.   Present:  Supervisors Robert Pyle, Jim Chapman, Lloyd Keefer, Brian Dahle, and Jack Hanson; County Counsel Craig Settlemire, County Administrative Officer (CAO) John Ketelsen and County Clerk Theresa Nagel.  Following the flag salute, the invocation is offered by Supervisor Hanson.

 

ANNOUNCEMENT OF ITEMS DISCUSSED IN CLOSED SESSION

The County Clerk announces the Closed Session dealt with:

 

Conference with Labor Negotiator John Ketelsen:  Including the following bargaining units - a) Mid-Management, and b)  United Public Employees of California (UPEC) - no reportable action taken; and

 

Conference with Legal Counsel:  Existing litigation pursuant to Subdivision (a) of Government Code Section 54956.9: Claim of Tanya Dronoff dated September 5, 2006 - motion by Supervisor Dahle, seconded by Supervisor Hanson and carried to reject the claim and direct the Clerk to send a notice of rejection.

 

AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS

County Clerk Nagel received a request to remove Item H-2, Safe Surrender Site, from the agenda.  Supervisor Dahle requests the meeting be adjourned in memory of Randy Kramer.

 

 

It is moved by Supervisor Keefer, seconded by Supervisor Hanson and carried to approve the agenda with the noted changes.

 

PUBLIC COMMENT

1.         Director of Environmental Health Doug Ames provides an update on the status of AB 885, Statewide Sewage Disposal Regulations - the last versions were released in May and they cannot get anything from the State Water Resources Board - have heard the next revisions should be out in February, 2007.  Announces that he will be President of the California Conference of Directors of Environmental Health next year and this should be helpful in working to have reasonable regulations adopted.

2.         Jim McCarthy announces the Certificate of Occupancy has been received for the new Johnstonville Fire Hall and he expresses his appreciation to County Counsel and the Building Department for their help during the building process.  Provides information that he received regarding a court decision on the gift of public funds for public purpose.

3.         Big Valley Community Alliance Director Lillian Arnold expresses her pleasure at hearing about the Westwood and Ft. Sage Family Resource Centers efforts towards operation and she lends support to them.

4.         Sharon Slaughter explains an error has occured that affected her friend - the friend's father was buried in the wrong plot at Janesville Cemetery and has recently been informed that removal and reburial is required.  She asks the County to waive the fee for a new burial plot.  Discussion is held and Supervisor Chapman indicates he would be happy to work with Public Works Department staff for a solution.  Supervisor Dahle also suggests referral to
