The Lassen County Board of Supervisors convene in Regular Session at 9:08 a.m.
Chairman Pyle asks for public comment and no comments are received. County Clerk Nagel announces the Closed Session item and the Board recesses to Closed Session at 9:09 a.m. for: Conference with Labor Negotiator John Ketelsen: May include the following bargaining units - a) Lassen County Peace Officers Assn. (LCPOA), b) United
Public Employees of California (UPEC) c) Lassen County Road Workers Assn. (LCRWA), d) Mid-Management, e) Lassen County Peace Officers Assn. Management Unit (LCPOAMU), and f) Management.
Present in the Closed Session are Supervisors Robert Pyle, Jim Chapman, Lloyd Keefer, Brian Dahle, and Jack Hanson; Deputy County Counsel Traci Witry, County
Administrative Officer John Ketelsen, County Personnel Director/Risk Manager Ron Vossler, and County Clerk Theresa Nagel.
Closed Session is recessed at 9:21 a.m.
The Lassen County Board of Supervisors reconvenes in Regular Session on Tuesday, November 28, 2006, at 9:30 a.m. Present: Supervisors Robert Pyle, Jim Chapman, Lloyd Keefer, Brian Dahle, and Jack Hanson; Deputy County Counsel Traci Witry, County Administrative Officer (CAO) John Ketelsen and County Clerk Theresa Nagel.
Following the flag salute, the invocation is offered by Supervisor Chapman.
ANNOUNCEMENT OF ITEMS DISCUSSED IN CLOSED SESSION
The County Clerk announces the Closed Session dealt with: Conference with Labor Negotiator John Ketelsen: May include the following bargaining units - a) Lassen County Peace Officers Assn. (LCPOA), b)
United Public Employees of California (UPEC) c) Lassen County Road Workers Assn. (LCRWA), d) Mid-Management, e) Lassen County Peace Officers Assn. Management Unit (LCPOAMU), and f) Management - no reportable action taken.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
CAO Ketelsen requests a late item be added to the agenda - approval of an MOU with Lassen County Road Worker's Association.
County Clerk announces a request has been received to remove Item G-3,
Youth Authority Contract, from the agenda.
Supervisor Chapman requests the meeting be adjourned in memory of Jim Fain.
Pursuant to Government Code Section 54954.2 (2) that the need to take action arose subsequent to the agenda being posted, and cannot wait for the next meeting, it is moved
by Supervisor Hanson, seconded by Supervisor Dahle and carried unanimously to add an MOU with the Lassen County Road Worker's Association for approval and to approve the agenda with the noted changes.

UNAGENDIZED BOARD REPORTS
1. Supervisor Chapman reports on the Citizen's Advisory Committee
and discussions relating to the movement of prisoners out of state to relieve crowding; he notes that prison crowding could have an impact on the County Jail population and he suggests a dialog be held with the Sheriff on
this. (Supervisor Pyle departs at 9:36 a.m.) Supervisor Chapman announces that Councilman Sayers is doing very well and got married last week.
2. Supervisor Hanson reports the Lassen County Groundwater Management Plan Administrative Draft should be ready for distribution in mid-December.
3. Supervisor Dahle announces the Sierra Nevada Conservancy Board will meet in Chester on December 6th.
CONSENT CALENDAR
CAO Ketelsen points out two corrections to the minutes under
Personnel-Risk Management: should read "HVAC system"; and "For the type of asbestos found symptoms do not appear for 20 years after exposure."
It is moved by Supervisor Keefer, seconded by Supervisor Hanson and carried to take the noted action on the following Consent Calendar items:

Approve Minutes of November 21, 2006, with noted
corrections.
PROBATION DEPARTMENT ITEM
Approve the Memorandum of Understanding (MOU) among Big Valley School District, Fort Sage Unified, Janesville Union Elementary, Johnstonville Elementary, Lassen County Office of Education, Richmond Elementary, Shaffer Elementary, Susanville School District, Westwood Unified School District, and the Lassen County Prob<
