BOARD OF SUPERVISORS

The Lassen County Board of Supervisors convene in Regular Session at 9:04 a.m.  Chairman Pyle asks for public comment and no comments are received.  County Clerk Nagel announces the Closed Session item and the Board recesses to Closed Session at 9:06 a.m. for:   

 

Conference with Labor Negotiator John Ketelsen:  May include the following bargaining units - a) Lassen County Peace Officers Assn. (LCPOA),  b)  United Public Employees of California (UPEC) c) Lassen County Road Workers Assn. (LCRWA), d) Mid-Management, e) Lassen County Peace Officers Assn. Management Unit (LCPOAMU), and f) Management.

 

Present in the Closed Session are Supervisors Robert Pyle, Jim Chapman (enters at 9:14 a.m.), Lloyd Keefer, Brian Dahle, and Jack Hanson (enters at 9:08 a.m.); Deputy County Counsel Traci Witry; County Administrative Officer John Ketelsen, County Personnel Director/Risk Manager Ron Vossler, and County Clerk Theresa Nagel.  Closed Session is recessed at 9:30 a.m.

 

The Lassen County Board of Supervisors reconvenes in Regular Session on Tuesday, November 21, 2006, at 9:32 a.m.   Present:  Supervisors Robert Pyle, Jim Chapman, Lloyd Keefer, Brian Dahle, and Jack Hanson; Deputy County Counsel Traci Witry, County Administrative Officer (CAO) John Ketelsen and County Clerk Theresa Nagel.  Following the flag salute, the invocation is offered by Supervisor Dahle.

 

ANNOUNCEMENT OF ITEMS DISCUSSED IN CLOSED SESSION

The County Clerk announces the Closed Session dealt with:

AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS

Supervisor Chapman requests the meeting be adjourned in memory of Butte County Supervisor Mary Anne Houx and former Plumas County Supervisor Albert "Curly" Glines.

 

It is moved by Supervisor Keefer, seconded by Supervisor Hanson and carried to approve the agenda with the noted change.

 

PUBLIC COMMENT

Eileen Spencer distributes her Lassen Animal Rescue, Inc. volunteer program paperwork noting she has excluded any services to Lassen County Animal Shelter.  She states it has been embarrassing to tell the public that the County just simply cannot produce a volunteer form.  She also presents numbers on the disposition of the 135 animals that went through the animal shelter between October 19 and November 19, 2006.  States she is on her way to having a no-kill shelter, but has not received certification yet.  Again apologizes for her behavior at the last meeting.  

Deputy County Counsel Traci Witry states that Peter Heimbigner is still working with the Lassen Humane Society on the possibility of them stepping in to manage the volunteer program.  Supervisor Chapman feels the county policy should be to work with all certified groups that want to provide help and be part of the solution - including the prison group.

 

Supervisor Pyle wants the record to show that Veterinarian Jerry Hemphill has the contract to euthanize dogs, not his brother Veterinarian Thomas Pyle.   Ms. Spencer disagrees with Mr. Pyle and goes on to state that Lassen Humane Society does not want to take on the volunteer program.  Supervisor Chapman states we are not here to debate this, but he wants all groups to help.

 

Ms. Spencer comments on the County's draft volunteer form which asks about felony convictions stating this type of question is embarrassing to ask of high school student volunteers - states she has never seen a volunteer form with this question.  Wants to know when the form will be available and vows to be at every meeting until the form is ready.

 

Deputy County Counsel Witry responds it is important to not have any volunteers working with animals that have a felony conviction for cruelty or abuse to animals.  She will be following up with Larry Millar and Peter Heimbigner on the form.

 

UNAGENDIZED BOARD REPORTS

1.         Supervisor Keefer reports on the Fair Advisory Board meeting he attended.

2.         Supervisor Chapman reports on City Councilman Doug Sayers medical status - out of the hospital and in a rehabilitation program - spends weekends at home - making great progress.

3.         Supervisor Hanson reports on the Mental Health Advisory Board meeting; notes that Lt. Colonel Brian Butler will present an update on Sierra Army Depot next week; notes the Bi-State Water Compact continues to move forward.

4.         Supervisor Dahle announces the playground equipment is in place at the Bieber Memorial Park - wood chips still have to be put in place.

 

CONSENT CALENDAR

Supervisor Chapman comments on the efficiency of County Clerk Theresa Nagel and her staff in conducting elections and again being the first county in the state to report final unofficial results to the Secretary of State on election night.

 

It is moved by Supervisor Dahle, seconded by Supervisor Keefer and carried to take the noted action on the following Consent Calendar items:
