The Lassen County Board of Supervisors convene in Regular Session at 9:03 a.m.
Chairman Pyle asks for public comment and no comments are received. County Clerk Nagel announces the Closed Session item and the Board recesses to Closed Session at 9:04 a.m. for a conference with Labor Negotiator John Ketelsen: May include the following bargaining units - a) Lassen County Peace Officers Assn. (LCPOA), b) United
Public Employees of California (UPEC) c) Lassen County Road Workers Assn. (LCRWA), d) Mid-Management, e) Lassen County Peace Officers Assn. Management Unit (LCPOAMU), and f) Management.
Present in the Closed Session are Supervisors Robert Pyle, Jim Chapman (enters at 9:07 a.m.), Lloyd Keefer, Brian Dahle, and Jack Hanson; County Counsel Craig Settlemire, County
Administrative Officer John Ketelsen and County Clerk Theresa Nagel. Closed Session is recessed at 9:33 a.m. to be continued at the end of the regular meeting.
The Lassen County Board of Supervisors reconvenes in Regular Session on Tuesday, November 14, 2006, at 9:35 a.m. Present: Supervisors Robert Pyle, Jim Chapman, Lloyd Keefer, Brian Dahle, and Jack Hanson; County Counsel Craig Settlemire, County
Administrative Officer (CAO) John
Ketelsen and County Clerk Theresa Nagel.
Following the flag salute, the invocation is offered by Supervisor Hanson.
ANNOUNCEMENT OF ITEMS DISCUSSED IN CLOSED SESSION
The County Clerk announces the Closed Session dealt with a conference with Labor Negotiator John Ketelsen: May include the following bargaining units - a) Lassen County Peace Officers Assn. (LCPOA), b)
United Public Employees of California (UPEC) c) Lassen County Road Workers Assn. (LCRWA), d) Mid-Management, e) Lassen County Peace Officers Assn. Management Unit (LCPOAMU), and f) Management - closed session is continued
to the end of the regular meeting.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
Supervisor Dahle requests the meeting be adjourned in memory of Dorotha Babcock, wife of former Board of Supervisor Andy Babcock.
It is moved by Supervisor Hanson, seconded by Supervisor Keefer and carried to approve the agenda with the noted change.
PUBLIC COMMENT
Jim McCarthy indicates that discussions were held at the Lassen County Fire Officers Association meeting regarding "partnering" with the County and also the Fire Net Lassen fees and alternatives. It would be beneficial to pool purchasing abilities and training.
Notes there is a feeling of resistance from county staff in implementing funding the Fire Net services. CAO Ketelsen clarifies the direction given to staff on August 15, 2006 was: "Supervisor Chapman suggests having the OES Officer come up with a program.
Supervisor Dahle wants to look county-wide at this issue - wants all volunteers and districts to buy into a program.
CAO Ketelsen will have the OES Officer develop a program and bring it to the Board for approval."
Board members express their understanding of the direction given and Supervisor Dahle requests this matter be placed on a future agenda for clarification.
UNAGENDIZED BOARD REPORTS
1. Supervisor Chapman reports on the PSA II meeting;
designates $500 of his discretionary funds go to the Let Us Remember
Committee for the Vietnam Veterans Memorial Tribute Wall.
2. Supervisor Keefer wants staff to bring a proposal to the Board for inclusion of the connector road through the Cramer Ranch Subdivision #2 into the County Maintained Road System, noting this is an important connection between two county roads, one of which is subject to closure
from flooding; notes that consideration was given by the Transportation Commission to possibly scaling back the Johnstonville Project and the Town Hill Project.
3. Supervisor Dahle attended the Stones-Bengard CSD meeting and there is a need for maintenance and upkeep of the County launch ramp and bathroom facilities; announces the fund raiser for the Big Valley Family Resource Center generated $2,500; comments on the Transportation Commission meeting and encourages board members to read the Transit Plan.
4. Supervisor Hanson proposes that a meeting be held between the Sheriff and the new brand inspector to work out ways to address cattle grazing in housing areas such as Title IX in Herlong.
5. Supervisor Pyle notes
the Vehicle Abandonment Committee is seeking a public member; reports on the
Emergency Medical Care Committee meeting - response time reports show the ambulance service is getting the job done;
