ADDRESSING THE BOARD

*Any person desiring to address the Board shall first secure permission of the presiding officer.

*Speaker cards are provided so that individuals can bring to the attention of the presiding officer their desire to speak on a 

particular Agenda item.  Cards are available on the table by the door and shall be completed and presented to the Clerk in

advance of speaking.

*Matters under the jurisdiction of the Board, and not on the Agenda, may be addressed by the Public at the time provided in

the Agenda under Public Comment.  The Board limits testimony on those items to three minutes per person and no more than

three individuals shall address the same subject.

*As required by Govt. Code Section 54957.5, any public record distributed to the Board of Supervisors less than 72 hours prior to this meeting in connection with any agenda item shall be made available for public inspection at the office of the Clerk of the Board, 220 S. Lassen St., Suite 5, Susanville CA 96130.  Public records distributed during the meeting will be available for public inspection at the meeting if prepared by the County.  If the public record is prepared by any other party and distributed at the meeting, it will be made available for public inspection following the meeting at the office of the Clerk of the Board.

2.                   10:15 a.m.:  COMMUNITY DEVELOPMENT DEPARTMENT - BUILDING AND PLANNING

SUBJECT: Consider the adopted revisions to various chapters within Title 18 of the Lassen County Zoning Ordinance, and Lassen County Building Code, Title 12, which revised mobile home placement criteria for specific zoning districts; amended Section 18.108.270 (maximum size for second dwelling units); and added Section 18.108.235 (architectural requirements for buildings within residential zoning districts).

ACTION REQUESTED: 1)  Direct staff to take Ordinance 467-AE back to the Planning Commission to consider specific changes to the ordinance; or

2)  direct staff to administer the ordinance as adopted.

1.                   VACANCIES

SUBJECT: Vacancies on the Lassen County Fish and Game Commission.

ACTION REQUESTED: Consider making appointment to fill a vacancy in District 5 Alternate.  (APPLICANT:  Ronald E. Harrison)

COUNTY CLERK ITEM

1.                   MINUTES

SUBJECT: Minutes of March 11, 2008.

ACTION REQUESTED: Approve.

PROBATION DEPARTMENT ITEM

2.                   AGREEMENT

SUBJECT: Placement agreement with Bar-O-Boys Ranch for placement of Lassen County youth with a juvenile court commitment to a camp.  This placement agreement rate is $3,350 per month, per ward.

ACTION REQUESTED: Approve agreement and authorize the Chairman and Clerk to the Board of Supervisors to sign.

3.                   AGREEMENT

SUBJECT: Agreement with Shasta County for the implementation, training and accessing Assessments.com risk needs assessment web based software.  The initial cost for the period of July 1, 2008 through June 30, 2009, is $11,802.75.

ACTION REQUESTED: Approve agreement and authorize the CAO and Chief Probation Officer to sign and date the agreement.

MISCELLANEOUS CORRESPONDENCE ITEMS

4.                   ACTION REQUESTED:  Receive and file the following correspondence:

a.   Mental Health Advisory Board meeting agenda for July 8, 2008.

b.   Lassen County Planning Commission meeting agenda for July 2, 2008.

c.   PSA 2 Area Agency on Aging Notice of cancellation of June 27, 2008 Advisory Council Meeting.

d.   Susanville City Council, Susanville Community Development Agency, Susanville Municipal Energy Corporation meeting agenda for July 2, 2008 and minutes for April 3, 2008and April 16, 2008.

H.                  DEPARTMENT REPORTS

ADMINISTRATIVE SERVICES

1.                   PERSONNEL DIVISION

SUBJECT: Restructuring of positions in the Probation Department.

ACTION REQUESTED: Specific approval for the following actions is requested:

1)  Abolish the four (4) positions of:

     Assistant Chief Probation Officer, Range 26, Mid-Management (Adult               Division);

    Assistant Chief Probation Officer, Range 26, Mid-Management (Juvenile           Division);

    Senior Deputy Probation Officer, Range 19, UPEC (one position);

    Legal Clerk, Range 12, UPEC, (one position).

 

2)  Establish the four (4) positions of:

    Assistant Chief Probation Officer, Range 26, Mid-Management;

    Supervisory Deputy Probation Officer, Range 23, Mid-Management (2              positions);

    Probation Assistant, Range 13, UPEC.

2.                   LASSEN COUNTY AIR POLLUTION CONTROL DISTRICT GOVERNING BOARD

SUBJECT: Lassen County Air Pollution Control District Governing Board.

ACTION REQUESTED: Discuss representation on Board.

OFFICE OF EMERGENCY SERVICES

3.                   WEATHER RADIO TRANSMITTER GRANT

SUBJECT: National Weather Service Weather Radio Transmitter Grant.

ACTION REQUESTED: 1)  Authorize the Emergency Services Chief to sign the Weather Radio Transmitter Grant Agreement, bill for, and collect on a grant from the U. S. Department of Agriculture Rural Utilities Service Radio Transmitter Grant Agreement;

2)  authorize payment of up to $46,622. out of the Capital Improvement Fund, and

3)  authorize the Chairman of the Board of Supervisors to sign the Certification of Authority letter.

SUBJECT: Status report.
